Foundation of the Engineering Division

Year 2016 was the key milestone in terms of foundation of the Rosatom State Corporation Engineering Division. The process of establishment of the Engineering Division of Rosatom State Corporation as a business unit oncluded four key stages and was completed in 2016.

— The first stage started in 1951 when the Gorenergoproekt Design Bureau gave rise to the Gorky Branch of the Teploenergoproekt Institute. After a while the Branch was restructured to become the independent Nizhny Novgorod Atomenergoproekt Institute reformed again by the end of 2007 to become the JSC Nizhny Novgorod Engineering Company “Atomenergoproekt” (JSC NIAEP).

— The second stage of the Engineering Division generation was marked by building-up of the Unified Engineering Company JSC NIAEP- JSC ASE in 2012. This undertaking allowed for JSC ASE’s financial recovery and the use of the Rostov-2 project best practices to be extended to other Russian and foreign site projects in JSC ASE — JSC NIAEP’s business portfolio.

— The third stage saw JSC Atomenergoproekt, a major design unit and a basic VVER-TOI design owner, become integrated into the JSC NIAEP management framework which was followed by JSC Atomenergoproekt equity shares transfer to JSC ASE in 2014-2015.

— The fourth stage witnessed JSC Atomproekt become integrated into the JSC NIAEP management framework in 2015-2016. This company has a more- than-a- hundred-year experience in complex designing of nuclear power plants and facilities and owns the basic AES-2006 design and FN reactor technologies. 

Currently, the Engineering Division which is one of the global leaders of nuclear engineering business comprises 28 companies, employing over 16 thousand people. The main assets in the Division management scope are represented by JSC ASE engineering company (ASE, Atomstroyexport), by three large design institutes that are the owners of basic designs and technologies of NPP construction. JSC ASE EC (formely — NIAEP JSC), Atomstroyexport JSC (AEP), ATOMPROEKT JSC and the special key assets of the division in the back-end segment: NIKIMT-Atomstroy and NUKEM Technologies GmbH. The ASE representative offices, branches and front offices are operating in 15 countries, with head offices of the Division in Moscow and Nizhny Novgorod. At the initiative of S.V. Kirienko, a center of industry competence in project management was established.

This structure of the Engineering Division has enabled it to become the focus of nuclear engineering and design competence aiming currently to strengthen its positions on the global market through optimization of communications within the joint team of businesses.

The establishment of the Division on the basis of ASE Group of Companies ensured a significant growth of the key efficiency parameters of the activities of the Engineering Division in 2016 compared with 2013: The growth of own income by 31%, the growth of productivity in terms of own income — by 46%, reduction of the share of management expenses in the own income — by 32%, reduction of the share of CCE in the own expenses by 29% (all the parameters are given in comparable prices).
